An International Baccalaureate School, ICS has offered excellent education to
refugees, immigrants, and local children for 20+ years.
For over 20 years, ICS has been a place where refugee, immigrant, and local students learn together in a globally-minded, inclusive environment. Rooted in the International Baccalaureate (IB) framework, we have always believed that education is more than just academics—it is the key to freedom, opportunity, and transformation.

Our founders intentionally chose to be a part of the IB Programme to ensure that ICS students, regardless of background, have access to a world-class education that fosters curiosity, critical thinking, and a love of learning that extends far beyond the classroom.
IB doesn’t just prepare students academically; it develops them as leaders who will impact their local communities and the world. Through the IB Learner Profile, students cultivate key character traits such as being principled, open-minded, and reflective—traits that drive them to address issues of social justice, environmental sustainability, and community transformation.

While our vision remains steadfast, the world around us is changing. Post-pandemic, students across the nation are struggling—particularly in reading. National data from the National Assessment of Educational Progress (NAEP) shows an alarming decline in literacy rates, with student achievement remaining below pre-pandemic levels. Economic disparities continue to widen these gaps, making it clear that access to a strong education is more critical than ever.
The Community School Model
At the same time, many of our students face complex challenges that hinder their ability to thrive academically and personally. To truly empower them as lifelong learners and changemakers, we must address not only their educational needs but also the broader issues impacting their families and communities. Only by taking a holistic approach can we ensure that every child has the opportunity to succeed.
That’s why ICS is deeply committed to the community school model—where our school serves as both an educational hub and a source of vital support for students, families, and the broader neighborhood. This approach provides expanded learning opportunities, integrated student support, resources for families, health and wellness services, and a strong foundation for community engagement and collaborative leadership.
To truly empower them as lifelong learners and changemakers, we must address not only their educational needs but also the broader issues impacting their families and communities.

Fran Carroll, ICS Executive Director, brings to ICS over 15 years of leadership and management experience in the for-profit and non-profit arena. For the last 3 years, Fran has served as the HR Manager, Interim Business Manager and most recently Director of Operations & Finance at ICS. In her spare time, when not spending time with her family, you can find Fran involved in the entrepreneurship arena in the Metro Atlanta area. She graduated from the Start:ME Southside Cohort in 2018 through Emory’s Goizuetta Business School. She loves entrepreneurship! In the past 3 years she has brought a lot of the entrepreneurial spirit to ICS. In 2020 she was listed as one of 11 parents who are making a difference!
